Energy-oriented standards for new buildings
New buildings constructed in the future will have no or only a minimal demand for primary energy. The remaining energy demand is supposed to be covered by renewable or low-emission energy sources, as far as technically and economically feasible.
Compared to the legal standards specified by the Energy Saving Regulations 2009 (EnEV 2009) the requirements are considerably tighter. When constructing new buildings the state even exceeds the demands regarding the energetic quality of the building envelope. When it comes to the creation of concepts for sustainable construction the planners are supported by sustainability coordinators in the application of energy standards. The medium-term target of the Hesse model is to construct administrative buildings on an "almost-zero-energy" basis.
